📅 Effective November 8, 2024:

- Hourly wage increases by 20% median wage in each province/territory

- More jobs subject to stricter low-wage stream rules

- Added employer requirements for housing and transportation 🏠

🗣️ Minister of Employment Randy Boissonnault: 

- "This change reinforces our commitment to protecting temporary foreign workers, while prioritizing the Canadian workers available to join the labour force"

💼 Starting October 28, 2024:

- Employers can't use attestations from accountants/lawyers for business legitimacy

- Enhanced data sharing to ensure only legitimate job offers are approved.

- Ongoing monitoring for misuse and fraud to ensure compliance.

🔍 Forecasted Changes:

- Up to 34,000 positions may shift from the high-wage to low-wage stream

- May lead to 20,000 fewer approved positions through the TFW Program.

International Medical Graduates & Canada Immigration

If you are an international medical graduate? (i.e., forein trained doctors and nurses) and you want to immigrate to Canada, the following news – Blue Seal Standard - is promising. Hopefuly it will turn into a concrete immigration policy soon.

I will vote for the UCP in the upcoming election if I see positive signs that they can keep their promise regarding the Blue Shield Standards,

Key points in the news article:

Conservative Leader Pierre Poilievre proposes a national standardized testing process for immigrant or foreign-trained doctors and nurses to speed up their licensing process

The proposed "blue seal" testing standard would allow qualified health-care professionals to work in any province or territory that volunteers to be part of the program

Health care professionals could take a standardized test and receive an answer within 60 days, which Poilievre says would speed up the licensing process

The proposed program aims to address the doctor shortage currently affecting Canada's health-care system, with a shortage of about 40,000 doctors

The shortage has left many Canadians without a family doctor, and some have been searching or on waitlists for months or even years

The proposed "blue seal standard" is taken from the regulated trades, where tradespeople are able to take a single testing standard to receive qualifications to work anywhere in Canada

Poilievre believes that if you can do the job, you should get the job and that judging medical graduates based on their abilities and merits, not based on bureaucracy or where they come from, will help reduce the doctor shortage

The plan comes ahead of the federal government's next fiscal blueprint, which will be presented to Parliament on March 28.

Hundreds of Indian students in Canada could face deportation over faked admission letters:

·       Many international students are facing deportation from Canada to India after their admission letters, procured through the same overseas agency, were found to be not genuine.

·       The number of students caught up in the situation is not clear, but some media reports are putting the number at 700.

·       Immigration and border enforcement officials, along with colleges and universities, have stepped up the effort to strengthen “the integrity measures” in place to deal with the authenticity of acceptance letters from institutions.

·       Immigration Minister Sean Fraser said that they have some work to do to understand precisely what’s going on before they can understand what the appropriate solution may be.

·       The students had all applied for student visas through a consulting company based in Jalandhar, India.

·       Only licensed lawyers and consultants registered with the College of Immigration and Citizenship Consultants can legally offer immigration advice and services at a fee.

·       Education agents are not licensed in Canada.

·       The Canada Border Services Agency refused to comment on the allegations against the Indian students, but said there are a number of “active investigations” into cases of misrepresentation, including those related to study permits.

·       Persons who misrepresent themselves and/or use fraudulent documentation to seek entry to Canada or to remain in Canada are contravening the Immigration and Refugee Protection Act, and risk being removed from Canada.

·       There is a mushrooming of hundreds of ghost or fraudulent consultants all over Punjab and Haryana, neighbouring states and other parts of the country. They are not licensed, don’t sign any contract and take fees in cash.

Did you graduate from a Canadian school?

This update on Canada immigration regarding Post-Graduate Work Permit Extension (PGWP) may be of interest to you!

📣 Canada is extending post-graduation work permits for up to 18 months to retain high-skilled talent.

👩‍💼 Foreign nationals with expired or expiring post-graduation work permits will now qualify to work in Canada for a longer duration.

🌟 Starting April 6, 2023, PGWP holders who want to stay longer can opt for a facilitative process to extend their work permit for up to 18 months.

💼 This measure will allow Canada to retain high-skilled talent and help employers find and retain the workers they need during the period of economic recovery and growth.

👨‍💼 Those with expired work permits will be able to restore their status, even if they are beyond the 90-day restoration period, and will receive an interim work authorization while awaiting processing of their new work permit application.

🌎 Tens of thousands of international graduates successfully transition to permanent residence each year, including over 157,000 in 2021, a record high, and nearly 95,000 in 2022.

Family work permits to address Canada labour shortage:

 What great news?

- Extending work permits to family members ( spouses and working-age children) of TFWs

- Expanding the eligibility for work permits to family members accompanying the principal applicant to Canada

Why is this news great ?

- Before 2 December, spouses were only eligible for a work permit if the principal applicant was working in a high-skill occupation

- Canada is suffering from acute labour shortage

When will this take effect?

- January 2023

How long will this last?

- This is a temporary 2-year measure to be rolled out in three phases including family members of 1) the high-wage TFW stream and the International Mobility Program; 2) low-wage TFW stream; and 3) agricultural workers.

Who will benefit from this new policy?

- Family members of more than 200,000 foreign workers could begin working in Canada

- Foreign workers seeking to work in Canada

National Occupational Classification (NOC) 2021

Starting on November 16, 2022, IRCC will replace the 2021 version of the National Occupational Classification (NOC) with a new system - TEER. This means that the current NOC 2016 skill type and skill level structure (NOC 0, A, B, C and D) will now be a 6-category system representing the training, education, experience and responsibilities needed to work in an occupation.

Quebec Colleges shut down and uncertain future for international students:

Three (03) Quebec colleges secure protection due to possible shut down and thousands of students face an uncertain future

The 3 Quebec colleges include CCSQ College, M. College, and CDE College had:

- Collected millions of dollars in tuition fees from these students before closing

- Secured court protection from their Creditors to stabilize their operations, explore possibility of selling the colleges

- Covid-19, travel restrictions, required health safety protocol may be among the driving factors of increased operation costs and drop in enrollments

- Temporary, the colleges are operating in collaboration with the Quebec Ministry of Education and Higher Education to help current students transit to other colleges.

Temporary Foreign Workers - Immigration fraud in Kelowna, BC, Canada:

$90000 fine for a farm owner/employer for committing immigration fraud! May be useful for those who are interested in jobs for temporary foreign workers in Kelowna, BC, Canada:

Randhir "Randy" Toor, co-owner of Toor Vineyards Ltd. and Desert Hills Winery in Oliver in South Okanagan pleads guilty to involvement in foreign worker immigration fraud, illegal firearms possession.

The company will pay a $90,000 fine, and Toor awaits judgment on his personal charges.

What they did:

- Created positive Labour Market Impact Assessment applications for jobs that did not exist, and

- progressed to a payroll cycling scheme for workers to obtain permanent residency. Can-Asia charged potential immigrant workers for their services.

- created and operated an email account, toorvineyards@yahoo.ca, that was used in the LMIA process, directing job applications to Can-Asia directly instead of Toor Vineyards

- Only two of 26 foreign workers who attempted to obtain work permits through that email account actually ended up working at Toor Vineyards. Eighteen were successful in attaining a permit

Penticton company Singla Brothers Holdings was also fined with $75,000, for its involvement in the same immigration scheme with Can-Asia.
